Mr. Sand ford Fleiiliiig on Hi* Way to EiiKland to Coufer with the Uovcmnieni.

(Exclusive to Tlie Colonist.) Chioago, July 15.—A Tribune's Ottawa special saya: Sandford Fleming, civil engineer, has sailed for England on bo-half of the Canadian Pacific railway to confor with the Imperial government and tho Australian agents concerning tlie establishment of cable communication between Canada, Japan and Australia, and to ascertain the amount of tho annual subsidies which the colonies will guarantee. Sir Chas. Tupper has also roceived instructions from the Dominion government in connection with a similar scheme. Thia is Fleming's scheme, which tho im perial authorities promise to support. Tho idea is to lay a cable from Victoria, \i. C, to the Aleutian islands, thence to Veddo, Japan, thence to Hongkong, and from there to Australia.

The Guardiitn culls on the government to declare forfeit the sum of $250,000 deposited by the Canadian Pacific railway company as security that "by the early summer of 1880" they would build and equip the extension of the main line from Port Moody to Coal Harbor and English Ray. The "early summer" having passed and the ■works not having been completed the government have no other alternative than to scoop in the money guarantee and proceed to expend it in the improvement of the high-■wuy and byeways of ''the mainland." There may nut be two opinions as to the right of tho country to tho $260,000; but there ■would be a very serious divergence of sonti-znent should an attempt be made to confine tho expenditure of the money obtained from that source to the mainland. The drydook refund was mostly expended on the mainland. As turn about is said to bo fair play, the bulk of the Canadian Pacific syn dloato forfeit should come to the island. The fun of the whole ihing lies, however, in the fact that the $250,000 will not be forfeited until the 1st of January, 188V.

Yesterday tho Hon. Mr. White in company with tho mayor and Mr. N Shakespeare, M. P. paid a visit to Chinatown, up-dertho escort of tho chief of police.
